Overview of HUD Housing Programs in Virginia

The U.S. Department of Housing and Urban Development (HUD) offers several housing programs designed to help people across Virginia find affordable places to live. These programs work through local housing authorities and nonprofit organizations throughout the state. Virginia has 34 public housing authorities that manage different HUD programs in their communities. Understanding what programs exist and how they work is the first step in learning about housing options that may be available.

HUD programs operate under federal rules but are managed locally. This means the specific details of each program can vary depending on which part of Virginia you live in. A program available in Richmond might work differently than the same program in Arlington or Bristol. Each local housing authority manages its own waiting lists, income limits, and application processes. Learning about the programs in your specific area is important because local offices have the most current information about their programs.

Several categories of HUD programs help people with different housing situations. Some programs help people pay rent. Others help people buy homes. Some provide housing for older adults or people with disabilities. Other programs work to improve neighborhoods and communities. This guide focuses on the programs most commonly used by Virginia residents: the Housing Choice Voucher Program, Public Housing, Project-Based Rental Assistance, and programs for people experiencing homelessness.

Virginia has about 7.8 million people living in the state. According to recent data, roughly 140,000 Virginia households face housing affordability challenges, meaning they spend more than 30% of their income on housing costs. This high number shows why learning about available housing programs matters for many people. The programs described in this guide represent different ways HUD helps address housing needs.

Practical Takeaway: Start by identifying which HUD program might match your situation. Do you need help paying rent? Do you want to buy a home? Do you need housing with support services? Once you know what type of help you need, you can contact your local housing authority to learn about specific programs in your area.

The Housing Choice Voucher Program Explained

The Housing Choice Voucher Program, sometimes called Section 8, is the largest HUD rental assistance program in the United States. It helps people pay rent by providing vouchers they can use at privately-owned rental properties. Instead of the government managing the housing directly, the program gives money to tenants, who then find their own apartments. The tenant pays a portion of rent based on income, and the voucher covers the rest up to a certain amount set by HUD.

How the program works is straightforward. A person receives a voucher from their local housing authority. They then search for an apartment in the private rental market that they want to live in. The landlord must agree to participate in the program. Once the landlord agrees, the housing authority pays most of the rent directly to the landlord. The tenant pays the remainder, which is typically between 30% and 40% of their household income. This arrangement benefits both the tenant (affordable housing) and the landlord (guaranteed payment from the government).

Virginia's housing authorities administer approximately 45,000 Housing Choice Vouchers. Major cities with voucher programs include Richmond, which manages about 7,500 vouchers, and Northern Virginia authorities, which manage several thousand more. However, the demand for vouchers is much higher than the supply. Most local housing authorities in Virginia have waiting lists that are closed to new people, meaning they are not taking new requests at this time. Some authorities have waiting lists with years-long wait times. A few authorities occasionally open their lists for brief periods.

The income limits for this program vary by location and family size. In Richmond, a family of four might have a maximum income around $54,000 per year to participate. In Arlington, the same family size might have higher income limits due to higher local costs of living. The program is designed for low-income households, typically those earning 50% or less of the area's median income. People already receiving vouchers sometimes can keep them if their income increases slightly above the limit, but new participants must meet the income requirement.

Practical Takeaway: Contact your local housing authority to ask about the Housing Choice Voucher Program status in your area. Ask whether the waiting list is open, closed, or has a wait time. Get the specific income limits and other requirements for your household size. Even if the list is closed now, ask to be notified if it opens in the future. Building a relationship with your local authority is the first step.

Public Housing: Direct Government-Managed Rental Housing

Public Housing is another major HUD program that operates differently from the voucher program. In Public Housing, HUD provides funding to local housing authorities to build, own, and manage apartment buildings themselves. Residents of public housing live in apartments owned by the government and operated by local housing authorities. The tenant pays rent based on their income, typically 30% of household income. The housing authority uses rent payments along with HUD funding to maintain the buildings and keep the program running.

Virginia has approximately 40,000 public housing units managed by various housing authorities across the state. Major public housing developments exist in Richmond, Hampton, Norfolk, Petersburg, and many other communities. Some public housing developments are well-maintained and provide safe, stable homes for thousands of families. Others face maintenance challenges due to funding limitations or age of the buildings. The condition and quality of public housing can vary significantly between different housing authorities and even between different developments in the same city.

Public housing serves households with very low incomes, generally at or below 50% of the area's median income. For example, in a Virginia county where the median family income is $60,000, public housing would primarily serve families earning $30,000 or less. Some local housing authorities reserve a portion of public housing for people experiencing homelessness or individuals with disabilities. The income requirements and specific preferences for housing vary by location.

Similar to the voucher program, public housing has waiting lists managed by local housing authorities. Many authorities in Virginia have closed waiting lists or very long wait times, sometimes lasting several years. When someone leaves public housing, the unit becomes available for the next person on the waiting list. Priority for public housing often goes to people who are homeless, those experiencing extreme hardship, or those with disabilities or chronic health conditions. Some authorities give preference to current residents transferring to different units within the same development.

Living in public housing means following community rules about noise, guests, maintenance of the unit, and other matters. Lease violations can result in eviction. However, public housing also provides stability and affordability for residents who might otherwise struggle to find housing. Public housing residents have the same rights as private tenants, including the right to privacy and protection against discrimination.

Practical Takeaway: If you are interested in public housing, contact your local housing authority to learn about available units and waiting list status. Ask what the current wait time is and whether any apartments are available in the type of unit you need (one-bedroom, two-bedroom, etc.). Understanding local waiting lists helps you know whether public housing might be a near-term option or a longer-term possibility.

Project-Based Rental Assistance and Other Rental Programs

Project-Based Rental Assistance is a HUD program that works similarly to vouchers but with an important difference: the assistance is attached to a specific building rather than to a person. When a building participates in Project-Based Rental Assistance, HUD provides funding that reduces rent for all participants living in that particular development. This means if you live in a Project-Based Rental Assistance building, your subsidized rent stays with the apartment even if you move to a different unit in the same building.

Approximately 80,000 Virginians live in Project-Based Rental Assistance housing. These units are scattered throughout the state in different types of buildings. Some are in older apartment complexes, while others are newer developments. Some developments mix Project-Based units with market-rate units. Virginia's largest Project-Based developments are in Northern Virginia, the Hampton Roads area, and Richmond. These buildings are owned and managed by private developers, nonprofits, or housing authorities, all under contract with HUD.

The income limits for Project-Based Rental Assistance are similar to other rental programs, targeting low-income households. Tenants typically pay 30% of their income as rent, with HUD covering the remainder. However, if a tenant's income increases significantly, their rent contribution may increase. Some Project-Based properties specialize in serving particular populations, such as seniors, people with disabilities, or individuals recovering from homelessness. These specialized properties may have additional support services available, such as case management or health services.
