Shelter in the Bronx is provided through several systems. The city operates emergency shelters, transitional housing programs, and supportive housing facilities. Private nonprofit organizations also run shelters and housing programs throughout the borough. Some facilities focus on serving families with children, while others serve single adults, youth, or people with specific needs.

Understanding what shelter options exist is an important first step for anyone researching housing resources in the Bronx. This guide describes the main types of shelter available, how different programs work, where to find information about them, and what services are commonly offered alongside housing.

The shelter system in the Bronx handled over 60,000 individual shelter stays in 2022, according to data from the NYC Department of Homeless Services. This reflects both the scale of homelessness in the borough and the range of people using shelter services on any given night.

Practical Takeaway: The Bronx shelter system includes city-run facilities, nonprofit organizations, and programs with different focuses. Learning about these options can help you or someone you know understand what resources may be in the borough.

How Emergency Shelters Work

Emergency shelters are designed to provide immediate overnight housing for people experiencing homelessness. In the Bronx, emergency shelters are operated by the city's Department of Homeless Services (DHS) and contracted nonprofit organizations. These facilities offer a bed, basic meals, and a safe place to sleep for people who have nowhere else to go.

Emergency shelters in the Bronx typically operate 24 hours a day, seven days a week. People generally check in during evening hours and must leave during daytime hours, though some facilities have extended daytime programming or indoor space. The average length of stay in an emergency shelter varies, but many people stay for weeks or months while working toward more permanent housing.

Services at emergency shelters commonly include meals, access to bathrooms and showers, case management, and referrals to other programs. Many shelters also provide information about job training, mental health services, substance use treatment, and housing search resources. Some facilities have on-site medical care or partnerships with local clinics.

The Bronx has approximately 40 emergency shelters for single adults and numerous family shelter locations across the borough. Family shelters in the Bronx serve approximately 13,000 people on any given night, according to recent Department of Homeless Services data. These facilities operate differently than single-adult shelters, often providing private or semi-private rooms for families and longer daytime hours of access.

Rules at emergency shelters typically include requirements to follow curfew, maintain the facility, and participate in case management or other services. Shelters also have policies about substance use, weapons, and behavior. Rules vary by location, and understanding a specific shelter's policies is important for anyone considering using that facility.

Practical Takeaway: Emergency shelters provide overnight housing and basic services. Learning about rules, hours, services, and location can help you understand what to expect if you visit a specific shelter in the Bronx.

Transitional Housing and Extended-Stay Programs

Transitional housing programs provide housing for a longer period than emergency shelters, typically ranging from six months to two years. These programs are designed to help people move toward permanent housing while receiving services such as case management, job training, mental health support, and life skills instruction.

In the Bronx, transitional housing takes several forms. Some programs provide individual apartments or shared units where residents can stay while working on goals like finding employment, completing education, or addressing health issues. Other programs operate in congregate settings similar to shelters but with more private space and longer tenancies.

Transitional housing programs typically require residents to participate in case management and other services. Staff work with residents on housing search, employment, benefits, education, health care, and other areas identified as goals. Many programs also offer services on-site such as job readiness training, GED preparation, mental health counseling, and substance use treatment.

The number of transitional housing beds in the Bronx has fluctuated in recent years. As of 2023, the borough had approximately 1,500 transitional housing beds across various programs. These programs are operated by nonprofit organizations with funding from the city, state, and federal government.

To learn about transitional housing, information is available through the Department of Homeless Services website, nonprofit organizations in the Bronx, and local community centers. Each program has different requirements and focuses, and speaking with program staff about what a specific program offers is important for understanding how it works.

Some transitional housing programs focus on particular populations, such as young adults aging out of foster care, people with serious mental illness, individuals with substance use history, or families with children. Others serve a broader population. Understanding a program's focus can help determine whether it may be a good match.

Practical Takeaway: Transitional housing provides longer-term housing combined with services. Learning what services are offered and how long residents can stay helps you understand whether a particular program might be useful to explore.

Supportive Housing and Permanent Supportive Housing

Permanent supportive housing (PSH) combines affordable housing with ongoing support services for people with complex needs. These programs are designed to provide stable housing as a foundation while offering services such as case management, mental health treatment, substance use treatment, job coaching, and health care coordination.

In the Bronx, permanent supportive housing is operated by nonprofit organizations, many with decades of experience serving the borough's homeless population. Unlike transitional housing, supportive housing is designed to be permanent—people can stay as long as they need the housing and services. Residents pay rent based on their income, typically 30 percent of what they earn.

Research shows that permanent supportive housing has strong outcomes. A study by the Urban Institute found that permanent supportive housing reduces incarceration by approximately 60 percent, emergency room use by approximately 40 percent, and decreases shelter use significantly. In the Bronx specifically, supportive housing programs report high housing retention rates, with 85 to 95 percent of residents maintaining their housing over multiple years.

Services in permanent supportive housing vary by program but commonly include case management, psychiatric services, substance use counseling, vocational services, and benefits coordination. Many programs also offer peer support, where people with lived experience of homelessness work as staff members. Some programs have specialized focus areas such as formerly incarcerated individuals, people with serious mental illness, or individuals with HIV/AIDS.

The Bronx has approximately 3,000 permanent supportive housing units. Given the demand for this type of housing, many programs have waiting lists. Information about permanent supportive housing programs is available through nonprofit organizations across the borough, community boards, and the Department of Homeless Services.

Learning about the specific services offered at different supportive housing programs helps in understanding which programs might be the best fit for particular needs and circumstances. Each program emphasizes different services and takes different approaches to supporting residents.

Practical Takeaway: Permanent supportive housing combines long-term housing with ongoing services. Understanding what services a program offers and how it operates can help you learn whether this type of housing might meet your or someone else's needs.
