What the Minnesota CDL Information Guide Covers

The Minnesota CDL Information Guide is a free educational resource published by the Minnesota Department of Public Safety, Driver and Vehicle Services division. This guide contains information about commercial driver licenses in Minnesota, including what they are, who may need one, and how the licensing system works. The guide is designed to help people understand the rules and procedures involved in obtaining a commercial driver license in the state.

The information guide does not process applications or determine who can obtain a CDL. Instead, it provides factual details about the licensing process, testing requirements, and regulations that govern commercial driving in Minnesota. The guide serves as a reference document that explains the different classes of commercial licenses, what vehicles each class allows someone to drive, and the general steps involved in the licensing procedure.

Minnesota recognizes three classes of commercial driver licenses: Class A, Class B, and Class C. Each class covers different vehicle types and weight combinations. The guide explains these distinctions so readers understand which class may relate to the type of commercial driving they want to do. For example, Class A licenses cover combination vehicles with a gross vehicle weight rating (GVWR) of 26,001 pounds or more where the towed vehicle weighs more than 10,000 pounds.

The guide also covers endorsements and restrictions. Endorsements are additional qualifications added to a CDL that allow drivers to operate specific vehicle types or carry certain cargo. Restrictions are limitations placed on a license that specify what a driver cannot do. Understanding these distinctions helps people know what their license will permit.

Practical takeaway: Read the guide's overview sections first to understand which CDL class matches the type of commercial driving work you are considering. This foundation makes the rest of the information more relevant to your situation.

Knowledge Test Requirements and Content Areas

The Minnesota CDL Information Guide explains what subjects appear on the written knowledge tests required for commercial driver licenses. These tests measure understanding of traffic laws, safe driving practices, vehicle operation, and regulations specific to commercial driving. The guide describes the general topics covered without providing actual test questions.

For all CDL classes, there is a general knowledge test covering basic commercial driving rules. This test includes questions about vehicle inspection, basic control of the vehicle, road positioning, speed management, and managing fatigue while driving. Drivers must demonstrate they understand how to inspect commercial vehicles for safety issues before operating them, how to control a heavy vehicle in normal and emergency situations, and how to manage their alertness during long driving shifts.

Different endorsements require additional tests. For example, someone seeking a hazardous materials (HazMat) endorsement must pass a test covering the properties of hazardous materials, how to identify them, and safe handling and transportation practices. A passenger endorsement requires test content about safety procedures for transporting people, emergency equipment on passenger vehicles, and passenger management. The guide lists these test areas so readers know what subjects to study.

The guide also notes that air brake systems are covered on knowledge tests. If a vehicle has air brakes, drivers must pass an air brake test. Minnesota allows some drivers to restrict their license to vehicles without air brakes if they wish, which the guide explains. The air brake test covers how air brake systems work, their advantages and disadvantages compared to other brake types, and how to inspect and operate air brakes safely.

According to Minnesota data, approximately 65,000 people hold active commercial driver licenses in the state. The passing scores for CDL knowledge tests are typically 80 percent or higher, though the guide notes readers should verify current passing score requirements.

Practical takeaway: Use the guide's list of test subject areas to create a study plan. Identify which endorsements relate to your work and focus on learning those specific subject areas first.

Skills Test and Road Performance Standards

Beyond the written knowledge tests, Minnesota requires skills testing for commercial driver licenses. The skills test evaluates whether a driver can actually operate a commercial vehicle safely and follow traffic laws. The Minnesota CDL Information Guide explains the three components of the skills test: the vehicle inspection test, the basic control skills test, and the road test.

The vehicle inspection test, sometimes called the pre-trip inspection test, requires drivers to walk around and inspect a commercial vehicle, checking critical safety components. Drivers must identify parts, explain what they are checking for, and demonstrate they understand what would make a vehicle unsafe to operate. Items checked typically include tires, lights, brakes, coupling devices, mirrors, and windshield wipers. The guide describes the general categories of components that examiners evaluate during this test.

The basic control skills test takes place in a closed course or parking area, not on public roads. During this portion, drivers demonstrate they can handle a commercial vehicle competently. This includes backing in a straight line, backing at an angle, parking between cones or barriers, and turning with appropriate clearance. These exercises show whether a driver can control the vehicle's path and avoid hitting obstacles. The guide explains that these maneuvers are important because the size and weight of commercial vehicles make them harder to control than regular passenger cars.

The road test evaluates actual driving performance on public roads or in realistic driving situations. The examiner watches how the driver handles acceleration, braking, turns, lane changes, and responses to traffic conditions. The driver must follow traffic laws, maintain safe speeds, manage space around other vehicles, and demonstrate awareness of the vehicle's size and limitations. The guide notes that road test routes vary by location in Minnesota.

Minnesota's skills test format follows federal standards set by the Federal Motor Carrier Safety Administration (FMCSA). These federal standards ensure consistency across states. Pass rates for skills tests vary, but nationwide data suggests approximately 75 to 85 percent of candidates pass the road test on their first attempt.

Practical takeaway: Practice each skills test component separately before attempting the full test. Arrange time in a commercial vehicle to practice backing, turning, and controlling the vehicle in low-speed situations where mistakes are less risky.

Medical Certification and Physical Requirements

The Minnesota CDL Information Guide includes information about medical certification requirements for commercial drivers. Federal regulations require most CDL holders to obtain a medical certificate proving they meet certain health and physical standards. This certificate must be obtained from a medical examiner listed on the federal National Registry of Certified Medical Examiners.

The medical examination covers several areas. The examiner reviews the driver's medical history, checking for conditions that might affect driving ability. They measure vision and hearing to ensure the driver can perceive hazards. Blood pressure is checked, and the examiner looks for conditions like diabetes or heart disease that might require monitoring. The guide explains that the goal is to ensure drivers have the physical and mental capability to safely operate large commercial vehicles, which require quick reactions and sustained attention.

Federal vision standards require drivers to have vision of at least 20/40 in each eye with or without correction. Drivers cannot be color blind in a way that prevents them from recognizing traffic signals. Hearing ability must allow drivers to hear a forced whispered voice from at least five feet away, though hearing aids are permitted if they provide adequate correction.

The guide notes that certain medical conditions may result in disqualification. These include conditions like epilepsy, loss of limbs or use of limbs, severe diabetes requiring insulin, and heart attack history. However, the guide emphasizes that having a medical condition does not automatically disqualify someone—a medical examiner evaluates whether the specific condition affects safe driving ability.

Minnesota requires medical certificates to be renewed every two years for most drivers, though some conditions require annual renewal. The guide includes information about when and how to obtain medical certification. Drivers can have their medical certification valid for longer periods (up to four years) if they meet certain requirements, though they must verify current state and federal rules with the medical examiner.

Practical takeaway: Schedule a medical examination with a federal registry medical examiner before completing your CDL application. This way you will know whether medical certification will be available to you, rather than discovering issues after you pass the knowledge and skills tests.

License Classes, Endorsements, and Restrictions Explained

The Minnesota CDL Information Guide provides detailed information about the three classes of commercial driver licenses and the endorsements that can be added to them. Understanding these categories helps people determine which license class suits their intended work and what additional qualifications they may need.
