Learn About Getting a Virginia ID Card

What Is a Virginia ID Card and Who Might Need One

A Virginia ID card is an official identification document issued by the Virginia Department of Motor Vehicles (DMV). Unlike a driver's license, a Virginia ID card does not grant you the right to operate a motor vehicle. Instead, it serves as a state-issued form of identification that proves who you are and where you live.

Virginia offers several types of ID cards for different situations. The standard Virginia ID card is the most common option for people who do not drive or who do not have a valid driver's license. There is also a Virginia Voter ID card, which was created to meet voter identification requirements. Additionally, Virginia issues Real ID-compliant identification cards that meet federal standards for traveling by air and entering federal buildings.

You might consider obtaining a Virginia ID card if you fall into one of these categories: you do not drive a motor vehicle, your driver's license has been suspended or revoked, you are too young to drive but need state-issued identification, or you have lost or never obtained a driver's license. Students, seniors, and people who rely on public transportation often carry Virginia ID cards as their primary form of identification.

The card itself is a wallet-sized plastic document that includes your photograph, full name, date of birth, address, and a unique identification number. The back of the card displays your signature and may include additional security features. Virginia ID cards are valid for varying lengths of time depending on your age when you obtain one.

According to Virginia DMV data, thousands of Virginia residents use state ID cards each year. In 2022, the Virginia DMV issued over 200,000 ID cards to residents who needed identification but did not hold a valid driver's license. This demonstrates that ID cards represent a significant portion of the identification documents the state issues annually.

Practical Takeaway: Determine whether you need a Virginia ID card by considering whether you have a valid driver's license or another form of state-issued identification. If you do not drive and lack state-issued ID, an ID card may serve your identification needs.

Understanding the Different Types of Virginia ID Cards

Virginia offers several distinct types of ID cards, each designed for specific purposes and individuals. Understanding the differences between these options helps you understand which one might meet your needs.

The standard Virginia ID card is the basic form of state identification available to most residents. This card is valid for five years if you are under 65 years old at the time of issuance, and it remains valid for the lifetime of the cardholder if you are 65 or older. The standard ID card includes your photo, personal information, and security features to prevent counterfeiting and fraud.

Virginia also issues a Real ID-compliant ID card. Starting in May 2025, the federal government requires that all individuals traveling by commercial air or entering federal facilities use a Real ID-compliant identification document. A Real ID ID card meets these federal requirements. To obtain a Real ID ID card, you must provide additional documentation compared to a standard ID card, including proof of citizenship or legal status in the United States. The Real ID card displays a small gold star in the upper right corner to distinguish it from a standard ID card.

The Virginia Voter ID card was established to assist voters who lack other forms of identification that meet voter ID requirements. This card may be used at polling places to satisfy Virginia's voter identification requirements. However, it has limitations—it cannot be used for federal purposes like air travel. The Voter ID card is free to obtain, and you do not need to provide proof of citizenship to receive one, though you must be registered to vote in Virginia.

Individuals under 21 years old have different options based on their age and circumstances. Minors may obtain an ID card if they do not drive, and the card will display a clear indicator of their age to prevent misuse for age-restricted purchases.

Non-drivers who are permanent residents or have valid legal status in the United States may also obtain an ID card, though the documentation required varies based on immigration status. Virginia recognizes various forms of legal presence and issues identification accordingly.

Practical Takeaway: Review the three main options—standard Virginia ID, Real ID-compliant ID, and Voter ID—and consider your specific needs. If you travel by plane or visit federal buildings, pursue a Real ID card. If you need identification primarily for voting, a Voter ID card may be sufficient. For general identification purposes, a standard ID card serves most situations.

Documentation and Requirements for Obtaining a Virginia ID Card

Before visiting a Virginia DMV office to obtain an ID card, you must gather specific documents that prove your identity, residency, and other required information. Having the correct documents ready streamlines the process and prevents delays.

For proof of identity, Virginia DMV accepts several documents. These include a valid passport, a certified birth certificate with a raised seal, a state ID card or driver's license from another state, a tribal ID card, military identification, or a foreign passport with a valid U.S. visa. At least one of these documents must be current or have expired no more than five years before your visit.

To prove your Virginia residency, you must bring a document that shows your current name and address. Acceptable documents include a utility bill, lease agreement, mortgage statement, bank statement, pay stub, property tax bill, voter registration card, or an official government document with your current address. The document must have been issued within the last 60 days to count as proof of current residency. If your name has changed due to marriage, divorce, or legal name change, you must provide a court order or marriage certificate documenting that change.

You must also provide proof of your Social Security number. Acceptable documents include a Social Security card, a W-2 form, a 1099 form, or a pay stub showing your full Social Security number. If you do not have a Social Security number, you must provide documentation of your immigration status instead.

If you are obtaining a Real ID-compliant card, additional requirements apply. You must provide proof of citizenship or legal presence in the United States. Acceptable documents include a U.S. passport, a certified birth certificate, naturalization papers, an employment authorization document, a valid visa, a permanent resident card, or a tribal ID card showing citizenship. Standard ID cards do not require proof of citizenship.

Minors under 18 must have a parent or legal guardian sign their ID card application. Both the minor and the parent or guardian must be present at the DMV office. Parents must bring proof of custody or guardianship if they are not the biological parent.

You must also bring a completed application form. Virginia DMV provides form DL 43 for standard ID cards and form DL 44 for Real ID cards. You can obtain these forms at any DMV office or download them through the Virginia DMV website before your visit.

Practical Takeaway: Create a checklist of required documents before visiting the DMV. Gather proof of identity, residency, Social Security information, and the correct application form. If obtaining a Real ID card, add proof of citizenship or legal status to your list. Having all documents ready before your visit saves time.

The Virginia DMV Process: What to Expect During Your Visit

Understanding what happens during your DMV visit helps you prepare mentally and practically for the appointment. The Virginia DMV has streamlined many processes, though wait times vary by location and time of day.

When you arrive at a Virginia DMV office, you will typically take a ticket or check in at the reception area. Most offices now use an appointment system, which you can schedule in advance through the Virginia DMV website. Scheduling an appointment significantly reduces wait times compared to walk-in visits. During peak hours, walk-in wait times at busy locations may exceed 90 minutes, while appointment holders are generally seen within 15 minutes of their scheduled time.

A DMV representative will call your ticket number or appointment confirmation. At this point, you will present all your documentation for review. The representative will examine your proof of identity, residency, and citizenship or legal status documents. They will verify that your documents meet Virginia's requirements and make copies for your file.

Next, you will have your photograph taken at the DMV office. The photograph will appear on your ID card, so you should present yourself neatly and avoid wearing hats, sunglasses, or other items that obscure your face. Virginia DMV digital photography systems meet federal standards and create clear images for identification purposes.

You will then review and sign your application form in the presence of the DMV representative.
